We are pleased to announce that nearly all the proposals that may have been detrimental to the GB testing regime have now been withdrawn or at least modified so that they will not apply to GB.
The RMI lobbied at a European and domestic level to help ensure that the interests of our test stations were protected. Likewise our Government, the Department of Transport and VOSA were also united in ensuring that our interests are protected. At one time the DfT was travelling to Brussels on a weekly basis to do so.
The next step is for the agreed texts to be formally approved by the EU Parliament in spring 2014 and thereafter by the EU Council. Once the Directives come into force member states will have 3 years to adopt the necessary provisions.
Some points to note are:-
There will be a requirement to classify failures noted during test (Minor, Major & Dangerous.)
There will be a provision for OBD checks to be permitted.
Our test frequency, 3-1-1 will still be permissible.
The legal acts will now be Directives, rather than Regulations as originally proposed.
GB will not need to change the way we test Motorcycles (This may change in 2022 for heavy motorcycles)
The definition of Historic Vehicles exempt from MOT testing may still change (DfT inform us though that any changes will be consulted on within GB to implement in 2018)
Trailers below 3,500 max gross weight will still not need testing – however the commission will submit a report within the next five years looking again at testing light trailers (between 0.75 tonnes and less than 3.5 tonnes)
